Cheating the shipping costs

Hi guys,
This isn't just a Zen Cart question, but more about ecommerce and shipping in general, any light anyone can shed would be much appreciated.

How can you build it into your store so that people can't cheat their shipping costs? Some people in our last store simply use the drop down list and select an area with a cheaper shipping option (which doesnt match their real address.) Does anyone have a solution for building it so that the system realises that the incorrect shipping option has been selected? I guess it has to be linked to send address somehow?

Like I said, any ideas or tips would be much appreciated.

That's the great thing about zencart...

You can configure shipping so that it can't be "cheated". Like all GOOD cart software, ZC allows you to force shipping values, dependent on a number of variables - including where the package is destined for.
