Yes, I compared what you have to what I have and they match. I will check again though. I have set Priority, Express Post and Regular mail on the sellonline server. Do I need Expedited even though it is the same as regular?

No you do not need Expedited.
When the customer choose Regular Parcel shipping I ship by Expedited.
Reason for that is:
It is the same price as Regular Parcel and the delivery time is a little faster.

I'm sorry that you are still having problems. Please check post 24 and check to see if everything setup correctly.
Login into your Zen Cart admin. Go to Configuration and click on Shipping/Packaging. Set these two lines to zero "0" if you didn't do so already. Like I have it in the attachment below.

Am I ever having problems, my small parcel rate to Australia was around $7, (by air), the cost went up to around $14, then I set up the letter_mail_#0 etc in cp, made the envelope sizes within the required (my large was to big, deleted it), set these settings )below) to zero, got rid of pop up shipping, did everything in these posts, and made it worse.

How did you setup your lettermail in CP?3. The next step is to setup your packaging on the Canada Post server. Login to the sellonline server and click on Add/Modify/Delete Boxes.
You should setup whatever envelope/packaging you are using to send via lettermail.
You can have as many as you want, but the box names MUST begin with "Lettermail".
For example, to setup number-0 bubble mailers as a packaging type, you could specify:
Description: Lettermail_0
Weight Limit: 30
Box Weight: 0.010 kg
Length: 25.4 cm
Width: 16.2 cm
Height: 2 cm
The height cannot exceed 2 cm for Lettermail rates.
