Strange Problem with Paypal IPN

OK, my client has an issue where the site takes the paypal payment but does not record the order (whether you use your Paypal account or not).

So I looked in his Paypal account on the setting, and noticed that the token was not entered into the zen cart back end for paypal IPN. I entered it.

Now, after Paypal processes a payment and then tries to redirect back to the site, it says the following:

Anybody know what's happening?
