HELP - Starting today all paypal orders creates 2 orders

starting today all the sudden if someone orders paypal it makes 2 orders like order 16997 and 16996, we use shipworks so we print and do everything automatically so we didn't catch them... we finally caught them and see the paypal transaction ID's are the same but ZC made 2 orders for some reason, happening for all paypal orders today.... is there a problem with paypal or did they change something? I noteiced I got an email from them today about making changes to their email system... but this is very odd, is anyone else having problems and most of all... how can we fix this!!!

I've seen the same thing with our store, but it has happened on and off over the last year. I can never pinpoint it to a specific pattern or cause.
