Weird Tax Calculations

Hey, I have a question. How does the taxes work in Zen Cart? I set it up so it only taxed for local Indiana Taxes, a 7% tax. But it seems zen cart does different tax rates, and I can't figure out where the setting would be for this. It seems to be at random depending on the state, sometimes it's 6% tax, sometimes 8.9% tax, I just want it to only charge the 7% tax. Every setting Location and Taxes is set for just Indiana, I can't figure out why it's charging other tax rates.

Go an order up a gallon of crystal blue, then put any address in texas in, it will come up with 8.9% tax instead of 7% tax. Any ideas?
