Is Germany country code DE?

A customer form Germany keeps getting a Known GOOD credit card declined. Everytime I've had this issue internatioanlly it has been a country code issuse. I used DE for Germany, is this correct? Whhen I first saw the Zen Cart country code list with DE for Germany I thought maybe it was a mistake???

Yes, that's the list I used. It is not getting past step 2 of the payment process. For some reason it does not like the country code. It is not even getting to the gateway . Even thogh he is seeing a decline Linkpoint is NOT declining it, it si not even showing up as a transaction.
