Fedex insurance rates not displaying

The Fedex shipping module not displaying insurance charges on orders over $100.00 (Zencart 1.3.8a). The module displays in admin with Insure packages over what dollar amount?
set at $100.00. I have also tried raising and lowering this amount, still no change in shipping amount. Have I missed something?

Insurance doesn't seem to work here either. In Fedex shipping module, I just turned on insurance over $100 and it didn't make a difference in the Fedex rates with order of $392.

Does anyone have a solution yet for Fedex not adding insurance cost to rate totals?
