I have it set to true already

In the add_customers_backend.php it has a list, where it changes what state or province you type into abbreviations somewhere, but I'm not sure where, cause when I look in the database, under the address_book table, it puts the full state/province under the column entry_state and leaves the entry_zone_id at 0.

Does that make sense?
