Hello, I am hoping someone could help me with shipping charges.

What i need to do is add a handling fee to each shipment. i am ok if i just have to add a certin dollar value ( add $5.00 per shipment) but what i need to do is add 4.5% to the shipping quote. not sure how to do this. if i put 1.045% in the 'handling fee' area i just get a shipping quote that is $1.05 above the actual quote. i am just using the UPS module at this time. let me know if anyone knows how to do this. thank you
