Low Order Fee with Coupon?

I have a question about the Low Order Fee.

I don't have any products in my store for less than 1.00 because of the high paypal fees, however, if some has a coupon for say $5 off and they purchase something for $5.25, obviously they would only owe $0.25.

I set up the Low Order Fee so that any orders for less than $1.00 would add a $0.50 fee to cover the paypal fees incurred.

When I tested this in my site, it didn't work when using a coupon code.

I then changed one of my products to $0.50 just to see if it would work and it does, without the coupon, it added the 50 cents.

Is there a way that I can get this to work if someone uses a coupon code to bring their order total under $1?
