Column Boxes, onces turned off cannot be turned on

On my localhost carts, with fresh 1.3.8a install. My other carts hosted with GoDaddy on linux servers do not have this problem.

If I go into Tools->Layout Boxes Controller

and attempt to turn on search_headers.php either the left/right column or single column and update the settings. It will show the correct information but if I refresh the page, the settings for search_headers.php has reverted to the original.

Strangely enough, I am able to turn off any sidebox I want, but unable to then turn it back on.

Any ideas??

I have the same issue.
The right nav has completely disappeared on the homepage.
