Is there a way to add a "gift certificate" payment method to choose instead of "credit card" or "PayPal" when you don't owe any money? Extra work for the customer, but better than what's happening now. Thanks!

Are you getting the same results if you only have Credit Card Offline cc and/or Check/Money Order moneyorder installed ...
What I am trying to see is if this is only with the PayPal modules installed ...
NOTE: setting them to NOT Enabled is not the same thing as testing with them as REMOVED ...

Thanks for looking into this.
I have removed the PayPal Express payment module entirely, and I'm trying to redeem a gift certificate.
I enter the total of my order into "Apply Amount" in the gift certificates area, then click "continue." I get a pop up error message that says, "Errors have occurred during the processing of your form. Please make the following corrections: * The credit card number must be at least 10 characters"
I also see this at top in red:
"The credit card number starting with was not entered correctly, or we do not accept that kind of card. Please try again or use another credit card."
and this in green:
"Congratulations, you have redeemed $50.00"
The same thing happens if I enter an amount and hit return instead of hitting continue.
It doesn't look like it has anything to do with PayPal.
The only way I can make it through checkout with a gift certificate that fully covers the amount is if I turn PayPal back on and choose PayPal as my payment method - then it lets me go to the next page without an error.
This is weird ...
On my v1.3.8 with the Known Bugfixes applied from:
http://www.zen-cart.com/forum/showthread.php?t=82619
and the Security Fixes from:
http://www.zen-cart.com/forum/showthread.php?t=131115
I get to the Payment Page and just enter the GV Amount to apply with nothing selected and click the Continue button and it accepts the payment via my GV account balance and I can go on without having selected any payment module ...
Are you using any add ons on the checkout? or SEO or rewrites or anything like that?

Yes! Good call. We're using the Simple SEO URLS (SSU) add-on. I would love any help on what to try next to sort this out. I'm thinking maybe we could modify the check/money order payment option to be called "Gift Certificate Balance" as a workaround, if it can't be fixed for real.
Glad your were able to solve the Gift Certificate issues due to the SEO/rewrites ...
As to how to fix them, I really couldn't tell you as I do not use these ...
Perhaps one of the support threads on them can help you better ...
