Payments and Shipping options

My payments option off of admin only lists 2 authorize.net settings. which is find becuase they work for offline processing which is what I want but on checkout it offers money orders and cod and I can not find where to turn those options off. also, shipping lists 3 different options and can not find where on the admin panel they are listed

Thats what Im saying I go there and my only option for shipping is flat fee and does nothing when I click on it. but it gives 3 different prices on checkout. as for the payments when I go there it only has the 2 authorize.net options which do nothing when I click on them. in the payments directory there are a whole bunch of files though
