delete option shows only for last product on shopping-cart page?

Hello,
As items are added to my shopping cart, the "remove" check box disappears for items already in the cart and is only an option for the last item added. I don't want people to remove items obviously, but, if they want to remove something at the top of the list, they have to remove everything below it one item at a time and this is not good. Any help on getting the remove option check box back would be greatly appreciated.
