Shipping as a percentage of cost?

Is it possible to modify the shipping settings, so that shipping is a percentage of the cost, say 20%?

Otherwise, is there a way to set a shipping discount for multiple items?

I have a per-item cost at the moment, so I don't use weight.

there is a shipping add on that will do shipping by percentage of cost

its in the ZC download section

It looks like you can use the Table Rate built-in shipping module to calculate shipping as a percentage of the cost, just don't put any of the 25:8.50 or other "steps" in the table box, only the 10000:7% (or whatever percentage you want to charge). But I haven't tried that.

there used to be a percentage shipping module there,
