Show Featured Products on all SubCategories

Is there a way to show featured products on all pages?

For example, my client wants featured products to show on this page which is the root folder of the Accessories Category:
http://dnjcouture.com/cart/index.php...index&cPath=10

There are products in featured products in Sub Categories
http://dnjcouture.com/cart/index.php...cPath=10_9_147 which is a subcategory of Accessories.

I am using 1.3.7

ZenCart by default filters these for the category or sub-cat one is visiting.

Create some featured products under the accessories cats

admin > catalog > featured

Or you would have to dig into the featured code and remove the filters
