I dont' want to list just 1 picture for the product. I want to show a whole range of pictures - like link to a category that is a gallery.
You *could* make each picture an attribute, and then when you add the attribute to the product "picture" you can include an image, and all the images will show on the product page. I have an example on my site, but the server seems to be down so I can't include a link at the moment, but look at my store, category "candles" product "pillar candles" and you'll see the main photo at top and the photos associated with attributes further down the page.
However, I think it would be easier for your customers if you made each individual picture a *product* - that way, a thumbnail of each picture would appear under each category, they could click on the product to see a larger picture, and you could really use categories to the max -- a picture of a tree on the beach at sunset could be in categories "landscape," "trees," "sunsets," "beach," and "ocean" as well as anything else you could think of. (One product, linked to multiple categories, NOT multiple products - I love ZenCart's linking categories system.) So if a customer wants a seascape, or a picture of a particular size, or a picture that is predominantly blue -- you can help the customer find what he is looking for by using categories. Again, you can see what I mean by looking at my site, I have photos for almost all of my products. Particularly look at the "quilting fabrics" category because each fabric is listed in multiple subcategories to facilitate searching.

The problem is that they can' order the pictures that are there. The orders are unique - and done off a photo that the person provides.

So this would be a mini gallery of past work right??
If so, you just create your base products with a sample image.
Then there are two easy ways on could add past work
One is to make them additional images, a feature that is supported in Zen Cart. See additional images at the bottom HERE
These are just default place holders but could be a selection of images you want to display
Or there is a swatch feature where many thumbnail images could be displayed as is HERE
