Tax Calculated in Zen Cart but PayPal not adding in final order

I have set up the Canadian GST in my Zen Cart and each order picks up the GST and the total amount plus tax shows up just before the individual goes to buy and has to either insert their credit card number or enter their Pay Pal account. I can see the total amount in the upper right hand corner of the First PayPal Screen just before they give personal info for payment.

However, once the order goes through the taxes disappear and the person is only charged the base amount.

I know you can set up some kind of tax fields in PayPal but since I have already done this in Zen Cart why would this be necessary.

I don't think I've ever seen that happen.

If you enable the Express Checkout module and try a checkout that way, does the same problem occur?
