I do not know why you are creating your own folders... !

Better keep Dreamweaver out of things for now. Only very experienced users should manage the files in dreamweaver.
You need to download a PLAIN TEXT EDITOR (such as CRIMSON EDITOR), and that is what you will use to open your PHP files - NOT Dreamweaver.
Crimson Editor is freeware on the WWW. Google for it.
Yes I have read that,and thought i followed it......I thought CUSTOM means to make your own folder, thats what ive read in the forum somewhere....so do you think my image upload is not correct?

Be a little patient... don't try to sprint before you can crawl...
There are a few basic rules you need to follow, so slow down a bit.
Firstly, you should not be ripping into the core code.
My advice to to set up a proper CUSTOM template (over-ride system), and then move on from there.
There are good tutorials in the FAQ for setting up a custom template.
By default Zen Cart™ uses header_bg.jpg for the name of this image, but you can use your own filename for the background image.
Using an image editor, create a new background graphic and save it to includes/templates/CUSTOM/images/header_bg.jpg and upload the file to your server.
This is where i thought i had to create my own folder for the custom part
