German characters do not appear correctly

Hello, when i give to a subdirectory a name containing a german character like öäüß these letters do not appear. But this happens only when the language of the site is german (i have installed 5 languages). With the other 4 languages i can see correctly these letters (öäüß).
Why?

you might have an incorrect Character set for your german language pack . You may ask German language pack support for help in this matter

I am also having problems with the german umlaut letters äöüß and I can´t figure it out. If I write these letter in the english part of my store they are displayed correctly but if I write them in the german side I get funny symbols in the browser.

I have checked over the language setting and they seem to be correct. I don´t know what to do anymore.

If you figure it out, could you let me know?
