I'm not sure if this is a bug or not, but I have been able to duplicate it on a regular basis.
Server Environment:
Zen Cart 1.3.7.1
Windows 2003
IIS 6
PHP 5.2.4

I noticed this issue when first rolling out the beta site. All users running IE7 were unable to add products to cart, it would just take them to the cart page saying, "Your Shopping Cart is empty." But whenever I would go the the users machine and open IE7 to dupe the issue, it would work fine.
I was finally able to dupe the issue on my machine by using the Delete All browsing history button (just deleting cookies or temp internet files didn't work) I was unable to add products to the cart. Then if I closed IE and went back to the site, the cart functioned fine from that point on.
This does not occur in Firefox or IE6 and ONLY happens in IE7 during the first time a user accesses the site.
Here are my session config settings (I have tried many different settings after doing my initial research/troubleshooting)
