SEO shouldn't cost you anything. If it doesn't more than pay for itself, then you shouldn't do it.

SEO can mean many things. It can be anything from some minor tweaking of site content, to a full-time link building program. Charges would need to reflect this, and should be justified against demonstrable and quantifiable benefits.

Wouldn't personally buy SEO from a web host. It's unlikely that they're actually delivering the service themself. More likely that they're fronting up somebody else's cookie cutter service. SEO can certainly be beneficial, but I'd recommend buying direct so you know from whom you're really buying and can hold them to account for the results.
