Multiple flat rates

Okay I have searched and searched and I cannot find any answers to what I am trying to do.
First what I want is to have 2 flat rate shipping options, lets say one is ground at 6 bux and the other is 15 for overnight.... seems simple but I am about to pull my hair out!
I have tried to create a duplicate flat rate module, I even downloaded the one someone else had done to make sure I wasn't being stupid and I keep getting the same warnings and it won't install.
