Shipping for USA (dollar) and International (weight)

Hello. An existing site I am slowly converting to zen cart is non-ecommerce enabled.

In my slow progress converting to Zen Cart, I am now trying to figure out how to setup shipping. I've been looking in various tutorials but, quite frankly I am extremely confused.


We currently do Shipping based on Dollar amount (for USA) and Weight (for International), so for example:

USA destinations (anywhere in USA)
An order for $60 - $80 will be $12 shipping.
An order for $80 - $100 will be $14 shipping.
ETC

International destination (up to 4 lbs we use US Postal Global Priority Mail)
An order for 1 to 2 lbs will be $26
An order for 2 to 4 lbs will be $34
(not available for shipments over 4 lbs)


International destination (if want tracking/insurance and also over 4 lbs we use US Postal Global Express Mail)
An order for 1 to 2 lbs will be $31.50
An order for 2 to 4 lbs will be $42.50
(ask them to request for rate if over 4 lbs)



I think I have a couple of different issues to tackle here and need some advice on how to approach this in Zen Cart.


1. For USA shipping - should I be setting up the "Table Rate" module to specify the different dollar amounts and shipping costs for those amounts?


2. For International shipping - Should I be setting up the "Per Unit" module as it deals with item weight?

OK. I figured out I needed to setup the Table Rate shipping module based on the way we ship to USA destinations (shipping cost based on order total). I got that configured for Cost and seems to be working on a test installation.


But, I still don't have a clue how to mix in shipping for International destinations as we currently price by weight for International.

Since I can't setup a secondary Table Rate module, should I configure the Zone Rate module for International?

Just trying to figure out if I am approaching this the right way. Thanks for any help.

UPDATE - getting closer and this is to help anyone else looking for similar solution. I still have one more issue noted at bottom.


I went to Zone Definitions and created:

United States - added all zones
Canada - added all zones
International - added all zones except for US and CA.


I went to the Shipping module and edited the Table Rate module:

Table Method = price
Tax Basis = shipping
Shipping Zone = United States

NOTE: This prevents anyone not in United States zone from getting the Table Rate costs.


I then edited the Zone Rates module:

Calculation Method: weight

Skip Countries = US (because I use Table Rates for US)

Zone 1 Countries = CA
Zone 1 Shipping Table = added in weights

Zone 2 Countries = added in all international countries
Zone 2 Shipping Table = added in weights


Now, this all appears to work in testing with the shipping estimator. United States gets the Table Rate costs and everyone else gets the Zone Rates costs.


Now, my only issue I think with this is how to give International folks the option of US Postal Global Priority (a bit cheaper, no tracking and only up to 4 lbs) or US Postal Global Express (tracking and insurance included and allows more than 4 lbs)

Is this possible in my current setup somehow?
