Stylesheet creates 500 Internal Service Error

I just installed Zc 1.3.8a on my client's server and I'm not seeing the stylesheet in the admin area appear. I get a page with no styles and when trying to view the stylesheet.css file I get a 500 Internal Service Error. I checked the permissions and they're currently set to 644. What should they be?

make sure both your config files are correct.
