Is there someone that I can pay to help me with two problems that I can't seem to correct on zencart?

I am a novice and I really don't understand most of the technical stuff.

One issue I am having is that the state of Texas is not being charged tax while others states are being charged California state tax.

The other issue is that when a search is done for my website on google or any other search engine the header reads ZEN CART the power of ecommerce . I have read the threads or correcting this issue but I have tried and to be honest I have no idea what it means.

Can someone please help me. I would be willing to pay for your service.
