Isn't there a spot where anyone can enter in their email address to receive newsletter's? I don't want to set the site to auto-spam whenever their is one, but allow people to choose...

No there is not,
there is only a check box which they can choose

1. you can set the default by html or text only
2. you can set to false or true to display the call of Newletter
