They are different mods in the download section that you need to use for that.
You can create a customer from the admin panel that mod is found here
Then the admin can login as a customer, that mod is found here
Another mod you might need is the Admin Encrypted Master Password

Having these 3 mods will allow you to accept customer orders over the phone or offline. You can create the customer account using the admin panel and their is a link added in the customer page that allow you to Place Orders on the customer behalf.
