Mass change prices?

Is there a way to mass change prices? Like "increase everything in this category by $10" or whatever.

I know how to do sales, but I mean permanent mass changes.

I see this answer a lot about using EZ Populate but, could somone be so kind as to say which one exactly? Looks like an old version that hasn't been updated since 2006 and then a CSV version and one from OSCommerce it appears. Which one is being used the most??? Thank you.
