1) I couldn't get the debug utility to work... As for the common customization errors mentioned there, I compared my email/email_template_welcome file to an older one and saw no difference except for the <center> tags I added, which I tried without to no avail. Then I deleted it, along with english/CUSTOM/create_account and replaced them with versions from before the problem and Welcome emails were still not sent. And yes, I signed up with a new email account each time.
2) I did this and the Archive does not show any Welcome emails sent to my fake accounts. (I create a new email acc't with Yahoo or whatever for each test since I read elsewhere that ZC will not send a Welcome email to a past customer who was deleted from the system.)
Other email are fine.

Okay ... then you've got something broken in whatever alterations have been made to your site (your own or via addons you've installed), which is preventing the emails from even being generated. Sounds like either a php bug caused by some sort of syntax error, or perhaps a logic bug where the php code is doing what it's told even though whatever the code is telling it to do is ... well ... wrong, perhaps telling it to skip sending those emails at all.

Merci beaucoup. At this point, I feel like giving up and continue emailing a welcome announcement to new customers at the end of each day. Maybe I'll try again in a month with a fresh attitude.
