state pull down list query

Hello,
been trying to look around for a solution to this problem...however I have found similar but not exactly the same problem.

I have a question about the states pull down list.

My settings on Costumers details configuration are:
State = true
State - Always display as pulldown? = false

as i don't want any drop down list to appear and let the costumers write the county.

However when i try to create an account and miss the state field (on purpose, for testing purpose) i get the error message
"Your State must contain a minimum of 2 characters"..and so far no problems.

However in the state section, the text box is replaced by the pull down list asking me to choose a state from the list. The list is empty because I havent add any state (since it's not necessary in my case).
So I cant proceed with the registration because i am not able to input the state unless i refresh the page and the dropdown list is replaced again with a simple text box.

My question is: is it possible to make so that the pull down list never appears and only the text box is shown even in case the costumer forget to input the state?
Hope I explained the problem clearly.

Im using Zen Cart 1.3.8a
and I have a basic knowledge of PHP/mysql

i get the same error, did you sort it?

how ever im now using the dropdown to select the state, but the input box is also still showing

If you have input boxes but what is typed does not match any of the existing "states" it is going to give the dropdown to pick a valid one ...

If the country does not have any existing "states" defined then it will take anything in the input box ...
