I think I figured it out. It works great. I just set the zone and then went back to my shipping modules and only applied certain ones to certain zones as applicable. :)

Now I have another question. Why isn't the international flat rate option available for customers when I have it checked in the admin along with the other options.

Make sure that you have the May 2008 USPS installed ... it is in the Security Listing:
