10417 Transaction cannot complete error?

Hi All!

All goes well with my zencart v1.3.7.1, but every now and then I get a customer that cannot complete the PayPal express checkout because of an error:

PayPal Express Checkout Error (10417)

Any ideas what is wrong??? Here is the bit of code from the logs file:

That's a problem with the customer's financial data.
