I want to require customers to accept terms before ordering

Hi,

I looked through the whole slew of contributions but couldn't find quite what I was looking for. I want to have a checkbox at the end of the orders page that requires customers to click "Yes, I understand that if I do not purchase shipping insurance that this shop is not liable for my purchase once it has been shipped out." before allowing them to checkout. And if they don't click it, it shouldn't let them checkout. Any suggestions?
