I set up shipping for Contnental US as 1 rate, and New York State shipping as 1 rate.

However, NY is still in Continental US, so it shows up twice in the shipping estomator (sort of).

How do I remove NYS from the United States zone??

I don't want to set up a new US zone...and there's probably other things I should remove like military etc.
