20 minute delay in download order delivery

My customers are getting about a 20 to 30 minute delay before thier Downloadable order shows up.
Paypal redirects the customer back as it should and in the past the order was right there for them to download.
Now as I said it is 20 to 30 minutes till it is there in the customers account.
I have looked everywhere to fix this and can't find anything.
I am using Zen Cart 1.3.8a
and to my knowledge nothing eles has changed on my server or my website in the last 15 to 20 days.

If you are using the PayPal Website Payments Standard (IPN) module for handling PayPal payments, then you're at the mercy of the speed of PayPal's servers for notifying your store of the completed payment. Problems caused by delays when using Standard are something you'll have to complain to PayPal about.

However, if you use Express Checkout instead of Standard, you won't run into those delays because order-activation is immediate. No waiting.
