Coupon Restrictions not working

I have set up a coupon for a category in my store, and set up restrictions for other categories so that they won't be included, but customers are still able to use the coupon for the restricted categories.

Be sure to set up a restriction on Category Top Deny ...

I did. They are still able to use the coupons for those categories though.

What are the settings on your Discount Coupon?

unlimited usage

category restrictions:
1 category allowed
3 categories denied

I am assuming that 1 of the 3 Categories set for Deny is the:
Top Deny

I have 1 category setup for Allow, with a 100% off on the coupon and only that category gets the discount ...

Is this a clean v1.3.8 or an upgrade?
