Maximum Discount Amount

I have been through all of the documentation and forum posts and this does not appear to of been discussed previously.

I want to create a discount coupon using a percentage discount amount but with a limit on the maximum value of the discount. E.g., a 10% discount coupon with a $100.00 discount limit would only provide a discount of $100.00 for an order of $1,500.00.

I don't see any way of setting this up, and no add-on that can provide this functionality. Before I spend money having this developed, I just wanted to confirm that this functionality is not available in Zen Cart 1.3.8a.
