Enabling the Newsletter Tickbox By Default?

Hello

On our page where you create an account there is a field to Subscribe to our Newletter. By default the new user must tick this but our boss wants the tick box to be enabled by default.
Is there an easy way to set this?

Also, within Define Pages Editor I cannot see my 'Create Account' Page. Is this stored elsewhere and is it editable?
