the other way you quoted could use some clarification

Admin -> Catalog -> Products Price Manager
- choose category from dropdown
- Select a Product to View and Press Display ...
- scroll down and you will see 2 edit buttons, click either
- scroll down, click the "add 5 blank discounts" button
- fill in the details
- Update
