databse error in free shipping?

Hello

My customerts get free shipping for over 190€ purchase. But I dont have that setting and cannot find from where it actually gets the value. Or the text informing the customer.
I have in my "whole sale shop" set the free shipping to all kind of settings but not the one customers "use/see".
I put all free to false that I could find, it didnt help.

Do anybody have a clue?
