wondering if someone can tell me which file to edit to change the wording on the Log In page.

In particular, I want to change ' New? Please Provide Your Billing Information'.

admin -> tools -> developers tool kit

scroll to the bottom of the page

enter the text you are looking for in the last box (look up in all files)

select (All files - admin/catalog) from the drop down menu

click the search button

You'll get a list of all files (with line number) where that text can be found.
