Adding additional text to list of available shipping options when such displays

I would like to know which template must be changed in order to add a bit of text to the display of shipping methods and corresponding fees.

I simply need to add something like:
'For intl buyers outside of the flat rate freight areas, please send an e-mail for a quote to your area.'
