installer keeps crashing - hangs on system-setup screen

using 1.3.8
this is a new install
everything checks out fine until I get to the system set-up page.
I don't get any errors it just won't continue to the next step. It spins and spins and eventually my browser times out after more than 20 min.

I don't have an SSL certificate set up yet so I have those radio buttons on "no". Everything seems to be correct. Does anyone know what I should do to troubleshoot this? I have installed a few other carts on the same server without any problems what-so-ever.

Is the server configuration compatible with ZC? Ask your host for advice.

the installer checks prerequisites before starting to install and everything checks out fine.

Are there some requirements that the installer does not check for that could be causing the installer to crash?

I checked with my host.
There is no reason why zen cart should not work.
It seems to get hung up around the SSL system set up issue.
I don't have an SSL yet so I have the radio buttons clicked no. But maybe the https pathways are what is making the installer crash cause it can't find them? I have tried leaving them blank, tried many different pathways and it still crashes.
Any suggestions?

Have you tried getting a fresh download, reuploading the files and trying it again?

yes I have deleted everything and re-uploaded three times.
and everytime it crashes on the same page of the installer.

If the first few pages of the installer work perfectly - why would it crash on the system setup page? It says that you don't have to have your SSL certificate set up yet -- but could that be the problem?
