Product quantity based shipping rates

Hi,

I've been lurking these forums for years and have run into a problem that searching has not answered. The following is an example to attempt to explain the problem:

20 categories with 10 products each

For Canada and Mexico:

For all products in the "Staples" category shipping needs to be a flat rate of:
if the Quantity 1-7 $10.95
if the Quantity 8-12 $25.95
if the Quantity 12-24 $32.95

For all products in the "Pencils" category shipping needs to be a flat rate of:
if the Quantity 1-10 $10.95
if the Quantity 11-25 $25.95
if the Quantity 26-50 $32.95

And so on for all categories.

For all other countries the concept is the same, but the rates go up.

I have no idea where to start, if this is unclear, please let me know.

You would need to write a custom shipping module to manage the different flat rates per category and then combining those flat rates to the total shipping based on mixed category shopping carts ...

Once the module is written, you could then clone it for each Zone that you need to use it for ...

Do you have any idea where I could start? I have not written a custom shipping module before.
