How would i set up to add tax to people in my state only?

I think i would like to set up taxes to the people who purchase and live within my state... how would i go about it in ZenCart...

On a side note, is this a good business practice? Or should i tax everyone?

So, in more detail here is what i am trying to do:

County tax on sales to people within the county (which is 0.25 mroe then that of the state tax)

State tax on sales to people within the state

no tax to everyone else...

would i set up flat rate for county tax and flat rate for state tax, or would i set up flat tax rate for state tax and additional tax on top of the state tax?

After doing a bit more reading, i went ahead and set up tax zone and tax rate for my state, however i don't see a way to tax people based on country....

is there a way to have a different tax within the same state?
