One tax for all states

I understand that this is probably not the way to do it. I get paid to do what my client want. They are selling tickets for a rock concert and want to charge Kansas sales tax to all. It is charging Kansas tax to the kansas customers but no tax to the out of state customers. They want to tax everyone. How do I do this? isn't there an everyone zone?
