CSS has no effects?

I am using 1.3.8 and I have created a custom template and all the appropriate sub directories. I have set the template to custom and reset the box layers in the admin panel. However when I edit the stylesheet.css file in my custom directory it has no effect on the page.


Additionally when I try to use the Classic green template. It is just an all white background and plain black text. It is not rendering properly.
