I went into the tutorial and set up my zones, definitions and tax rate step by step. When I do a checkout process with my store, I am in the zone (Alabama) that it would charge tax but no matter what I do it still doesn't charge me the 9% tax rate.

I am trying to set it up where only the people in the state of Alabama are charged sales tax.

I am at a loss of why this wouldn't be working. I am using paypal to check out, could there be a problem there?
