Is it possible to create, or is there a module for creating a "Buy 2 Get 1 of Equal or Lesser Value Free" coupon?

That's not a bad start, but what I need is more difficult. The store owner runs a "buy any 2 items and get a third item of equal or lesser value free" special.

Any ideas? :)
